The new student financial assistance program will come into effect in April 2004. The new program is simpler and even more geared to your situation and needs. For example, at the beginning of the school year, you will be informed of the total amount of financial assistance (loan and bursary) to be awarded to you by the government. Moreover, the financial assistance will be deposited into your bank account on a monthly or periodic basis. This will make it easier for you to plan your budget.

In early April 2004, we will provide you with all the details on the new program. Until then, you can familiarize yourself with the main features of the new program by reading the information document entitled A New Way of Doing Things

其实,也不用把他太当回事. 本来就有好多人来蒙特利尔是为了求学的.谁也没把一辈子济在着了.就像我的朋友说的.全美洲除了QUEBEC和HAITI还有那个地方讲高傲的法语.这样莫不如早点着手去ONTARIO.

每个月交的税没少，只是政府分配的问题，何必如此计较？再说，吃这些的人我想本地的还是大部分，给同胞读书还是给本地懒汉福理，高下立分。你也有可能一辈子好运气，就饥点口德吧。注大家早日翻身！

和hp争有什么意义呢？路是自己走的，政策是政府定的，如果没有l+b，生活有困难，可以申请welfare, 这是你的权利，去打工也是你的选择，这个国家没有人会强迫你做任何事情，一切都是个人行为，只要合法！就算全是l,如果你毕业后没有工作，政府还会给你付利息，直到你工作而至，一样是用的纳税人的钱。

hp这种心态应该在中国更合适，那里没有福利，他就不用受刺激了

干活3心2意挑肥拣瘦,能干的长久? 照你这样下去,用不了多久就会4个月换14家工厂了.
老想着读书养活一家老小那哪成?

从前有一个国家，地不大，人不多，但是人民过著悠闲快乐的生活，因为他们有一位不喜欢做事的国王和一位不喜欢做官的宰相。国王没有什么不良嗜好，除了打猎以外，最喜欢与宰相微服私访民隐。宰相除了处理国务
以外，就是陪著国王下乡巡视，如果是他一个人的话，他最喜欢研究宇宙人生的真理，他最常挂在嘴边的一句话就是「一切都是最好的安排」。有一次，国王兴高采烈的到大草原打猎，随从们带著数十条猎犬，声势浩荡。国王的身体保养得非常好，筋骨结实，而且肌肤泛光，看起来就有一国之君的气派。随从看见国王骑在马上，威风凛凛地追逐一头花豹，都不禁赞叹国王勇武过人！花豹奋力逃命，国王紧追不舍，一直追到花豹的速度减慢时，国王才从容不迫弯弓搭箭，瞄准花豹，嗖的一声，利箭像闪电似的，一眨眼就飞过草原，不偏不倚钻入花豹的颈子，花豹惨嘶一声，仆倒在地。国王很开心，他眼看花豹躺在地上许久都毫无动静，一时失去戒心，居然在随从尚未赶上时，就下马检视花豹。谁想到，花豹就是在等待这一瞬间，使出最后的力气，突然跳起来向国王扑过来。国王一愣，看见花豹张开血盆大口咬来，他下意识地闪了一下，心想：「完了！」还好，随从及时赶上，立刻发箭射入花豹的咽喉，国王觉得小指一凉，花豹就闷不吭声跌在地上，这次真的死了。随从忐忑不安走上来询问国王是否无恙？国王看看手，小指头被花豹咬掉小半截，血流不止，随行的御医立刻上前包扎。虽然伤势不算严重，但国王的兴致破坏光了，本来国王还想找人来责一番，可是想想这次只怪自己冒失，还能怪谁？所以闷不吭声，大夥儿就黯然回宫去了。

回宫以后，国王越想越不痛快，就找了宰相来饮酒解愁。宰相知道了这事后，一边举酒敬国王，一边微笑说：「大王啊！少了一小块肉总比少了一条命来得好吧！想开一点，一切都是最好的安排！」国王一听，闷了半天的不快终於找到宣泄的机会。他凝视宰相说：「嘿！你真是大胆！你真的认为一切都是最好的安排吗？」宰相发觉国王十分愤怒，却也毫不在意说：「大王，真的，如果我们能够超越『我执』，确确实实，一切都是最好的安排！」国王说：「如果寡人把你关进监狱，这也是最好的安排？」宰相微笑说：「如果是这样，我也深信这是最好的安排。」国王说：「如果寡人吩咐侍卫把你拖出去砍了，这也是最好的安排？」宰相依然微笑，彷佛国王在说一件与他毫不相干的事。「如果是这样，我也深信这是最好的安排。」国王勃然大怒，大手用力一拍，两名侍卫立刻近前，他们听见国王说：「你们马上把宰相抓出去斩了！」侍卫愣住，一时不知如何反应。国王说：「还不快点，等什么？」侍卫如梦初醒，上前架起宰相，就往门外走去。

国王忽然有点后悔，他大叫一声说：「慢著，先抓去关起来！」

宰相回头对他一笑，说：「这也是最好的安排！」

国王大手一挥，两名侍卫就架著宰相走出去了。

过了一个月，国王养好伤，打算像以前一样找宰相一块儿微服私巡，可是想到是自己亲口把他关入监狱，一时也放不下身段释放宰相，叹了口气，就自己独自出游了。走著走著，来到一处偏远的山林，忽然从山上冲下一队脸上涂著红黄油彩的蛮人，三两下就把他五花大绑，带回高山上。国王这时才想到今天正是满月，这一带有一支原始部落，每逢月圆之日就会下山寻找祭祀满月女神的牺牲品。他哀叹一声，这下子真的是没救了。其实心很想跟蛮人说：我乃这的国王，放了我，我就赏赐你们金山银海！可是嘴巴被破布塞住，连话都说不出口。

当他看见自己被带到一口比人还高的大锅炉，柴火正熊熊燃烧，更是脸色惨白。大祭司现身，当众脱光国王的衣服，露出他细皮嫩肉的龙体，大祭司啧啧称奇，想不到现在还能找到这么完美无暇的祭品！原来，今天要祭祀的满月女神，正是「完美」的象徵，所以，祭祀的牲品丑一点、黑一点、矮一点都没有关系，就是不能残缺。就在这时，大祭司终於发现国王的左手小指头少了小半截，他忍不住咬牙切齿咒骂了半天，忍痛下令说：「把这个废物赶走，另外再找一个！」脱困的国王大喜若狂，飞奔回宫，立刻叫人释放宰相，在御花园设宴，为自己保住一命、也为宰相重获自由而庆祝。

国王一边向宰相敬酒说：「爱卿啊！你说的真是一点也不错，果然，一切都是最好的安排！如果不是被花豹咬一口，今天连命都没了。」宰相回敬国王，微笑说：「贺喜大王对人生的体验又更上一层楼了。」过了一会儿，国王忽然问宰相说：「寡人救回一命，固然是『一切都是最好的安排』，可是你无缘无故在监狱蹲了一个月，这又怎么说呢？」宰相慢条斯理喝下一口酒，才说：「大王！您将我关在监狱，确实也是最好的安排啊！」他饶富深意看了国王一眼，举杯说：「您想想看，如果我不是在监狱，那么陪伴您微服私巡的人，不是我还会有谁呢？等到蛮人发现国王不适合拿来祭祀满月女神时，谁会被丢进大锅炉中烹煮呢？不是我还有谁呢？所以，我要为大王将我关进监狱而向您敬酒，您也救了我一命啊！」国王忍不住哈哈大笑，朗声说：「干杯吧！果然没错，一切都是最好的安排！」

在人的一生中所遭遇的困境，在当下或许是如此难以接受，但在过后突然某一时刻中会觉得........这一切是最好的安排。

我领不领welfare，管你什么事情，我可以告诉你，要是没有l+b，我就去领，这是我的权利，直到我能找到我认为满意的工作，你能把我怎么样。河南人，我看你丢河南人的脸，你老家那么穷，为什么不毕业回家乡参加建设，你这个忘本的畜生，你知道你这种人的心态，仇恨社会，仇恨童年，少年，青年时代比你过的好的人，我可以告诉你，我就是瞧不起你，即使你有工作，你这种人挣多少钱，骨子里还是那么卑贱，你永远也改不了。。。。。哈哈哈

其实大家在外面都不容易，何必自己人针对自己人呢？大家都在努力，只是方式不一样而已。也许你认为和大家不一样，但即使你现在什么都拥有了，我相信你也是付出过努力才得到的。如果是这样那你又何必这么针对大家呢？我想能来得加拿大的人应该都是有自己的过人之处的，要不加拿大不成了笨蛋了吗？但现在找不到工作的这种情况也不是每个人所希望的，大家都在等属于自己的机会。可同时还是要生存的呀！按你的意思大家都应该去打工？可打工的能做一辈子吗？每个人都想过上好日子（我想你也是吧？），既然能够学到知识（而且对以后找工作有帮），又解决了生活问题。你的意思也不就是让大家努力过上好日子吗？那你为什么还这么‘生气’呢？我认为中国人还是很勤劳了，大家不是不去打工，已然有了一条比打工对未来更好的路，那又何必走打工这条路呢？像你所说的情况也许存在，但只是很小的一部分。其实那一小部分我想他们一定也有自己的打算，谁会希望自己就这样过一辈子？再往坏里说，在这一小部分里头还有个别的人就是你说的情况，我想和这里的懒汉比，那就不算什么了。我想来加拿大的中国人都是为了过上好日子，所以谁又愿意去当懒汉呢？大家都是在努力的同时等待属于自己的机会，不要把上学看作是‘懒’。每个民族都不是一点问题没有的（因为人本身就是不是完人），我们应该去帮助它，而不是攻击它。更何况你和我们是同是中国人！也许你认为你就是在帮助大家，可我想大家更需要的关心，而不是谩骂。再如果你不是帮助，而是看不惯。那我想说加拿大是提倡自由的，每个人都有选择自己喜欢的生活方式的权利，你又有什么权利管别人呢？再如果你就是想管，那只能是你自己。。。。。。。
既然都是中国人，还请互相善待对方。

等,靠, 要, 是你们的大忌.

其实看着你们这些带着金丝边眼镜的读书人去领圣诞篮子心里也有不一样的滋味:读书人都穷到这份上了? 开车时时不时见到中国人背着双肩背灰头土脸的往学校走, 真的, 精神状态特不好.感觉你们特没朝气. 不讲衣着,用你们北京人的话就是穿得特"土"
何苦呢?领不到助学金就活不了了? 骂娘有啥用?谁不知你们是最弱势群体? 最多也就是再网上骂骂我这个敢说实话的旁观者!

这个happymontrea是一个可怜虫，现实生活中，既想读书，又拿不到L&B,没有生活来源，连圣诞篮子都变成救命稻草。过后又怕别人看不起他，编出什么有好工作、看不起读书人、去什么地方旅游等等神话不过是自己给自己“梦吹”而已。在网上精神会餐的好处就是可以有一个精神寄托，他的这些话连他老婆都不敢让知道，他越摆出盛气凌人居高临下的姿态，内心之中越渴望美好的生活，不过他这样也只是源木求鱼，饮鸩止渴，离精神崩溃不远了。

Hello everyone! On April 2nd, the New Ministre of Education of Quebec annonced the new Loan and Bursary Policy. For a new applicant of L&B, he will receive more loan and less bursary compared with last year. For details, please visit the web site:http://globeandmail.workopolis.com/...section=Finance

In my point, we'd better not criticise the Chinses students who live on loan and bursary. As far as i know, there are many Quebec student do the same thing. Different people have different professional goals. If you have a good job, you can gain more money and benefit a lot. If you study in Quebec as a transition or to get a better job, why not. Don't forget, the Quebec gouvernment will balance the distance between the rich and poor. That is to say, even you have loan and bursary . The money you received is just to survive.

New L&B Policy seems much raisonable especially for those who work and pay the tax. The gouvernment can support your study but will give you less gift (=bursary) and lend you more money. So the choice is yours: in theory, if you graduate from university, you will find a good job and you will be capable to pay back your loan. IF you cannot find a job, the gouverment can help you also. Therefore, for the L&B wrong beneficeur, you need to think it over your project. For the tax payer, your money was spent in a good way.

不完全正确，我看下来是分三种情况:

1. 夏季也选够full Time:
Loan为$305/月*12月=$3660,l+b总额不变。原来一年loan的额度不管夏季是否选课都是$2460,所以bursary减少为$3660-$2460=$1200。此情况bursary减少的最多。不过我是不管了，今年夏天还是要选满full Time，赶紧上完找份工作，谁知道下个财政年度会怎么样。

2. 夏季不选课:
Loan为$305/月*8月=$2440,比原先还少了$20。但是夏季不给任何allowance了（原来是$115/周*18周=$2070），也没有最低的contribution（原来为$1280）,所以l+b总额减少了$2070-$1280=$790，扣除loan少的$20,实际bursary减少的为$770。而且夏季不选课有一个好处就是原来打工挣的钱需要扣除的大幅度减少了（这是改革后唯一对学生有利的地方），文件上给的一个例子说如果夏天挣5000块，只要扣除$200左右（原来要扣将近$2000）！！！

3. 夏季为part Time:
这种情况比较复杂，文件好象还没有具体规定。

今天有收到 afe的notice and detailed calculation of financial aid awarded 的信，其中提到loan没有提到bursury，但还有个allowable expenses整个冬季学期有$4455, 是tuition, living expenses, childcare expenses之和，于3月29号寄出。
lg学的training 课程，我们有一个小孩。情况就这样，大家还有最新的东西就赶紧贴出来，交流一下。

在网上看完了实施条例的草案,关于贷款有如下两条:
1.Le montant de la première tranche d’un prêt servant au calcul prévu
à l’article 14 de la Loi sur l’aide financière aux études est déterminé
comme suit :
1º à l’ordre d’enseignement secondaire, en formation
professionnelle : 1 000 $;
2º à l’ordre d’enseignement collégial : 1 000 $;
3º à l’ordre d’enseignement universitaire : 2 400 $.

2.Le montant maximum d’un prêt est majoré, pour chaque mois de
l’année d’attribution pendant lequel l’étudiant est dans l’une des situations
visées aux paragraphes 2º ou 3º du premier alinéa de l’article 24, du
montant suivant :
1º à l’ordre d’enseignement secondaire, en formation
professionnelle : 200 $ ;
2º à l’ordre d’enseignement collégial : 220 $;
3º à l’ordre d’enseignement universitaire, au premier cycle ou
l’équivalent : 305 $;

不清楚的是贷款的第一挡是干什么用的,以及他和贷款的每月最高额是什么关系,以及305的每月贷款最高额是否就是分配给我们的贷款额.另外,原来有一个最低承认的CONTRIBUTION,这一次在条例中没有看到,只要是全日没有工作收入就没有CONTRIBUTION,这样一来即使是贷款提高,补助也不会减少.不知我理解对不对,欢迎大家讨论.

toute période de mois consécutifs pendant lesquels l’étudiant est aux
études à temps plein s’il n’est aux études à temps plein qu’à compter du
seizième jour de ce mois.

只是从明年开始,从九月开始算费用,夏天作为年度结束,按以上规定夏天不选课是没有生活费的,但秋冬应该可以.

大家并不是因为懒而去读书，如果有合适的工作，有?不愿意去做呢？如果打labour和进学校，为了前途而言，大多数人都会进学校进修的。相信?济会好转，那时读完书出来的人肯定会找到层次更高的工作，交的税比你交的要多的多，到那时你不要眼红，更不要心态不平衡。

俺生在河南的小村子,长在登封,大学读在南方, 俺村子穷,所以大家就拼命读书,忧患意识特强,所以从参加工作到出国,我们河南人的忧患意识使我过的比你们好!

没补助了怎么办? 还用问大家?大家都没主意,说白了就是懒,宁可在家呆者也不去卖力气.这就是你们所谓"技术"移民. 其实干什么都行, 实在不行让你老婆去跳脱衣舞也是个办法,比等,靠,要,强多了.

但问题是我怎样证明我没在安省住满3个月呢? 当时从多市回国的机票丢了…

L&B已经可以不必讨论了,政策已经下来.想学习的话,管他多少L,多少B，你都要学，注册后学校会指导你申请L&B.
想打工的就去打工.

省得HP瞎掺活. 大家看到这个帖子up起来又开始跟HP 较量实在不必了.

所以最后奉劝对L&B有问题的人，想讨论你感兴趣的话题就自己新开一贴，多方便，不必找最后一页去看你的问题．

还想和HP 谈＂我有力气要打工，你给福利我不要＂的问题，也可另开一贴，最好找个和学习没多大关系的坛子谈．或者也可以找HP去face to face 说个明白．那还要HP敢赏他／她哪个＂脸＂，鬼晓得他／她是个莫样的嘴脸．这样的吧

如果说加拿大的福利对纳税人不利,那也是既定政策,不必考虑去动摇决定政策的人. 加拿大也不会因为减少cofi的开支而降低税收比例.反而是税照收,用途有所改变.我也认为改的很好.
中国人来这里当然不会吃一辈子cofi和L&B,所以降低这方面的补助,增加牛奶金和其他家庭补助对所有人都好,包括新移民和当地人.

你在坛子里说中国的新移民不该靠读书过日子,本来不错,可玩世不恭的程度让人无法接受. 反倒是别人都一致觉得你心态有问题.

我相反觉得中国人在利用福利方面还不如当地人,不论吃福利还是享受福利. 你见过几个中国人是会利用福利政策的?毕竟初来咋到,对政策根本不了解,哪有当地人会知道享受福利?

所以中国的新移民吃这点补贴对于当地人和政府算得了啥?

这里的小年轻就知道利用教育上的福利,学完了法律规定的教育课程就去欧洲留学(政府给补助),还可以到欧洲玩个够,一年拿不到30个学分,到是游遍东欧西欧.

人家这里的教育是按需分配, 个人需要什么方式的教育就可以享受什么样的教育,政府都会认为是有意义的,就支持.

所以,当地人有五十岁还去学手艺的,并非就业必须,而是心理需求,政府的福利一样阳光普照,资助他去学.( 并且他有资格享受的话) 这和中国人的那点L&B相比,你说说看,完全不公平吧.

中国人还停留在一切为了生存的水平上. 人家当地人是享受的水平.

所以,打工纳税和中国人吃福利没有直接的关系.中国人都不来加拿大,加拿大人也照样纳那些税. 而新移民来了都一样,不论中国人还是别的人.

所不同的是,中国新移民来了以后,普遍没有别的移民语言好. 读书作为首选,当然有利于过度一下.
你的想法与众不同,你也没说清楚原因. 反倒骂人贱,谁会认为你正常.

说到中国人懒,不去打工.其实当地人还要懒. 不工作,在家养猫养狗,还酗酒,大嗓门唱歌,瞎吼. 那不光他人在吃福利,连他的猫猫,狗狗都在吃福利,靠纳税人养活,还是几代猫狗呢. 你见过几个中国人可以到这个份上的. 你要是看到,岂不恨更是的牙咬咬的.

加拿大政府的政策就是福利养民, 缩小贫富差距,并以此吸引新移民. 其实北欧各国也是一样,中国人也有移民去的.只是比例小些,影响不如移民加拿大的声势大. 税收高就福利好的国家,人就懒些,这是普遍现象. 如果想挣钱多,少纳税,美国比加拿大容易,但社会环境比这里要复杂多了.

所以,人来了加拿大也要学得心平气和些.不然,你来干什么呢?

不然, 说福利不是好东西,让人学懒,那中国没有多少福利可言,回去更好. 说纳税对有工作的人不公平,那美国要强许多,可以去美国. 我看手持加拿大护照的人,两条路都可以走.

加拿大就这样, 不是中国人不对,而是中国人对福利的看法不同, 如何享受福利的做法不同而已.

所以,你的说法在加拿大人看来都会认为不地道,也不怨你自己的中国同胞不理解你.

说的够多了.
我不会在这个栏目下再回帖了, 说的与学习没关系,和L&B也没关系,并且hp已经够有"人缘"了. 我们想终结hp的帖子,hp不想,也没法呀.
